The city of Shambaugh currently takes 3 forms of payment; cash, cashier check or check. We are looking into the possibility of EBPP platform of NeXT BillPay. NeXT BillPay provided an easy-to-use system for community members, however there is a caveat. There is a proposed fee schedule that will be passed to customer base. The following is the proposed fee schedule.
These fees are passed to community members. Therefore, if your water bill is the base pay of $77.80 and you pay online you will be subjected to the fee schedule. Your total bill will be $80.30 for a credit card transaction. The council is requesting input from our community members, if they would like this service. This service is extra cost to the Town of Shambaugh; therefore, the community input is vital. Please fill out the survey below. The rates for FY 22-23 have been updated in our system. We would like to provide this handy chart, on standard rate charge for usage. The new rate charge for FY 22-23 is below.

July will reflect 2019 Ordinance Amending Title VI Physical Environment Chapter 6 Utilities- Billing Charges 6-8 Water Rates and 6-6-10 Rate of Sewer Rent and Manner of Payment. In April 2022, Council voted to forego the Water rate increase, however Sewer will stay the same. Below is a copy of the ordinance with the highlighted section on Sewer. Rate chart reflects what your bill as of 2021-2022 Fiscal year cost. This does not include tax. Flow rate is based on 1000 gals, therefore if you use 2400 gallons, you will be charged for 3000 gals. In July 2022, the sewer rate will increase 3%, including the flow rate of the sewer. Water rate, and flow rate of water will remain the same. The Emergency Food Assistance Program web site. USDA buys the food, including processing and packaging, and ships it to the states. The amount received by each state depends on its low-income and unemployed population. State agencies work out details of administration and distribution. They select local organizations that either directly distribute to households or serve meals, or distribute to other local organizations that perform these functions.

Form is available at the store or available online here. If you require further assistance in food or other services, please call 211. 211 connects you to several resources via zip code. City of Shambaugh will be using a Robocall service to notify community members of local emergency such as water emergencies, leaks, etc. We will be using a text base cell phone notification and voice notification system. We would like to update our community members *records. Thank you for your assistance in this matter. The Council voted on December 6 to change the water deposit to $100. This is for renters only. Hook up fee of $25 still holds for owners. Current water deposits are still valid. This is for new accounts only.
We are aware there will be delays in the postal system at this time, water bills might be affected since part of our community is on a rural route. We have made efforts to correct the non-PO Box to Clarinda zip code as some of the non-PO Box was returned due to the Shambaugh zip code, we are in hopes that this will get mail quicker to residents.
Due to the mail delay, there might be a surge of notices from our department. We still stand by if you send checks in the mail, if they are postmarked before the 10th of each month, late fees are removed. First notices will still be sent out to customers, even if you have made a payment on your end, first notices are to notify that we have not received payment at the time of payments due. Notices are sent on the 10th of each month or the following dates after if the 10th falls on a weekend. If you DO NOT receive your water bill before the 10th of each month, due to the delay. It is your responsibility to contact our office at 712-542-5535, we will be happy to verbally tell your the amount due and will resend another bill as confirmation. The city of Shambaugh offers a convenient locked drop-off box, located at city hall. We do not accept debit or credit cards, all other forms of payment we accept, cash, check, and money order. Please have at least your name or account number on the payment. Therefore we need the communities help on locating the leak. We have done our own searches, however we need the help for community members to please just take a look at their property if you see anything that has been abnormal for a while, such as wetness, plant growth or see water where you have not had water before. Besides, council members need to know when they should abstain from voting due to a conflict of interest. These fundamental voting regulations are pivotal to operating effective council meetings and conducting proper votes. Motions, Resolutions, and Ordinances To conduct business, the city council takes one of three actions: motions, resolutions, or ordinances. Motions are used to handle the routine business of the city at council meetings and are recorded in the minutes. Actions typically addressed by a motion include approval of the minutes, claims, licenses, permits, and giving direction to city staff on a particular issue. A resolution is a statement of policy. Examples include setting council rules and procedures, setting wages and salaries, and establishing investment and other financial policies. In certain cases, the passage of a resolution is required by Iowa law, such as when adopting the annual city budget. An ordinance is a city law of a general or permanent nature. Ordinances cover all areas of municipal authority from setting speed limits on city streets to establishing water and sewer rates. |
